How It's Calculated
Number of individuals who used the Internet from any location and device in the last three months, divided by total population, multiplied by 100. Based on national household surveys, administrative data from Internet service providers, and ITU modeling for countries with incomplete data. Includes access via computers, mobile phones, tablets, smart TVs, and other Internet-enabled devices.
Why It Matters
Internet access is a fundamental enabler of economic opportunity, education, healthcare access, civic participation, and social connectivity in the digital age. It is a key indicator of digital transformation and SDG Target 9.c (universal affordable Internet access by 2030). The digital divide—disparities in Internet access between rich and poor countries, urban and rural areas, and demographic groups—perpetuates inequalities in opportunity and development.
Understanding the Values
Very Low: < 25% (severe digital divide - most of population offline) Low: 25-50% (limited access - majority lack connectivity) Moderate: 50-75% (expanding access - digital divide closing) High: 75-90% (widespread access - rural/vulnerable gaps remain) Universal: > 90% (near-universal - SDG target approaching) Global average: ~73% (2025 - 6 billion users) High-income countries: ~94% Low-income countries: ~23% Urban areas: ~85% vs Rural areas: ~58% SDG Target 9.c: Universal and affordable access by 2030

Data Quality & Coverage
Coverage: 217 countries Update frequency: Annual Sources: World Bank / ITU World Telecommunication/ICT Indicators Database Limitations: Definition varies slightly by country (3-month usage window standard but not universal). Does not measure frequency, quality of connection (speed/bandwidth), or purpose of use. Survey-based estimates may exclude mobile-only users in countries with low survey coverage. Does not distinguish between basic access (checking email) and advanced use (e-commerce, remote work). "Access" does not equal "meaningful connectivity" (reliable, affordable, adequate speed).
