How It's Calculated
Total number of mobile cellular telephone subscriptions (active SIM cards) divided by population, multiplied by 100. Includes postpaid and prepaid subscriptions, personal and corporate accounts, and all mobile technologies (2G, 3G, 4G, 5G). Based on administrative data from mobile network operators reported to national telecom regulators and compiled by ITU. Counts subscriptions, not unique users.
Why It Matters
Mobile phones have become the primary means of communication and Internet access in developing countries, leapfrogging fixed-line infrastructure. Mobile connectivity enables financial inclusion (mobile money), remote healthcare (telemedicine), digital agriculture, and emergency response. Values exceeding 100 indicate multiple SIM cards per person (common for separating business/personal use or leveraging different carriers for coverage/cost).
